Delay has long been recognised as a chronic defect in justice systems. What has gone largely unnoticed however is that timeliness is necessary to reaching just solutions.
Timeliness means not only that there is no delay; it means that the outcome is realised so that time is not a factor driving parties to unprincipled or inefficient private resolutions.
